Troy, loving husband, father, brother and friend was born in Houston, Texas to the late Fred and Suzann Meinke. Troy was born with a rare congenital heart defect and received life-saving operations by the esteemed Denton Cooley, MD at birth and 3 years of age at Texas Children’s Hospital. Even with a heart condition, Troy pursued life to the fullest. He graduated from the High School for Law Enforcement in Houston, Texas in 1986. While in high school, he served as a police explorer for Houston Police Department, Greenspoint Substation. He attended Southwest Texas State University and graduated with BA in History and a minor in Criminal Justice in 1991. After graduating college, Troy went into restaurant management, working for Furr’s Cafeteria and Sonic. He eventually moved to Georgia, where he owned and managed a Sonic Franchise. However, after living in Georgia for a couple of years, Texas called him home to pursue a career in law, something he always had wanted. He attended a master’s level legal studies program at Southwest Texas State University, where he met his future wife, Karyn. Troy attended law school at St. Mary’s University with Karyn and graduated with his law degree in 2000. The day after receiving his bar results, Troy began an 18-year career as a prosecutor with the Bexar County’s District Attorney’s Office. He spent the last two years of his 20-year career with Bexar County at the Public Defender’s Office Magistration Division. Troy also served as an adjunct professor for Wayland Baptist University for 16 years.
Troy joined the Texas State Guard in 2012 and served as a captain with the 6th Brigade JAG with the Texas State Guard. Troy was proud of his service and had respect for the organization and all branches of the military. Those who knew Troy knew he had a deep admiration and respect for law enforcement. Troy was an avid police patch collector and took pride in the 1000’s of patches he had. He loved collecting and trading his patches with others who shared his interest. He had fellow collector friends all over the world.
Troy always put his family first and went the extra mile when Karyn had a difficult pregnancy with twins. When Jacob and Kayla were born prematurely and required a month-long hospitalization and extra medical care the first two years, Troy worked extra jobs and shifts so Karyn could stay home with their kids. He never complained about his duties as a husband and father, even after many sleepless nights during that time. Karyn knows how lucky she was to have a husband like Troy and will hold on to the memories they made with their beautiful kids.
Those who knew Troy also knew he had a love of shooting and firearms. Troy taught both his kids how to be safe with handling guns and often took them shooting at the local gun range near their home and at the family property in La Grange, Texas. Troy also loved to hunt and the whole family had an upcoming hunting trip planned the first weekend of deer season in Llano, Texas before his unexpected passing. Troy and Jacob spent the past few years hunting at Bear Creek Scout Ranch in Hunt, Texas, and made memories Jacob will always cherish.
Every year since age 3, Kayla was escorted by Troy to a father/daughter Valentine’s Day dance. Each dance, he would take Kayla out to eat at a restaurant of her choice and present her with a corsage. Kayla cherished these moments with her daddy.
Troy loved spending time with his family and treasured their moments together.
Troy will be missed by all who knew him. He loved his family and friends and they loved him in return.
Troy is survived by Karyn, his wife of 20 years, and his two children, Jacob and Kayla of Cibolo, brother, Fred of Pflugerville, aunt, Gloria of Splendora, numerous cousins in Splendora, Houston, Dallas, Ft. Worth, Brenham, La Grange and many more friends and colleagues located all over.
