Howard Skirvin

Howard Archie Skirvin, SMSgt (ret), USAF, born August 27, 1952 in Indianapolis, IN, passed away Monday, August 22, 2011 at the age of 58. He graduated from Martinsville High School, Martinsville, IN, Class of 1970. He was employed as a Criminal Intelligence Analyst with the Air Force Office of Special Investigations (AFOSI) at Randolph AFB, TX, since 2005. Howard had performed these duties as a contractor for six years prior to becoming a civil service employee. He was the Air Forces investigative focal point for the Air Force Weighted Airman Promotion System, investigating violations of promotion test compromises and other criminal activity. Due to his extensive knowledge of the Air Force promotion testing regulations and procedures, he had tremendous successes in hundreds of complex investigations leading to major changes in the way the Air Force controlled test materials and the administration of those tests. His investigative and analytical skills were repeatedly recognized by the most senior leadership in the Air Force, who frequently traveled to Randolph AFB for his detailed briefings. Howard was the consummate team builder and guided the efforts of investigators worldwide. During his 24 year active duty Air Force career, he served as a Security Police officer and Personnel Superintendent throughout several worldwide assignments and received numerous awards and special recognitions. Howard was preceded in death by his father, H. Archie Skirvin of Indianapolis, IN, and sister, Patricia Hartig Skirvin. He is survived by his beloved wife, Phatachara Manorat Skirvin of Cibolo, TX, his mother, Maxine Hahn Skirvin of Martinsville, IN, brother, Ben Skirvin and wife Kathy, of Martinsville, IN, his sister, Bonnie Skirvin Howell of Eminence, IN, nieces, Renee Lowe, Michelle Skirvin, Brandi Schlueter and Susie Summers of Mooresville, IN, nephews, Kenneth D. Burgin of Astoria, NY, Kyle D. Burgin and Jeremiah Skirvin of Martinsville, IN, and David Hartig of Evansville, IN, great nieces, Amy Neutzman, Lillie Fry, Emily and Laura Burgin, Ashley, Bailey and Kelsey Schlueter, and great nephews, Andrew Skirvin, Jessup Shay, Jacob and Ethan Burgin, Chance and Blake Earl. A Memorial Service will be held at 11:00 AM on Saturday, August 27, 2011 at the Schertz Funeral Home Chapel. The family wishes to extend heartfelt appreciation to co-workers and friends, John Whitson & wife, Sabrena, Carl Johnson & wife, Andi, Selso Artiaga, Susan Longoria, Bob Hicks, Paul Paxton and their families for their steadfast support of Howard and his family during Howards final lifes battle.
